Roll Call – Councilor Graney, Smith and Dempsey, Mayor Lattimore - Present. Councilor McNabb absent.

Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel; Gary Giannotta, Police Chief; Jerry DelFavero, Superintendent Public Works; Frank DeOrio, Superintendent Municipal Utilities; Steve Lynch, Director of Development, Sue Chandler, Assessor, Mike Long, CIP Manager.

All stood for the Pledge of Allegiance to the Flag – Katherine DaLoia, led the pledge.  Ms. Daloia won an essay contest sponsored by the Daughters of the American Revolution. After the pledge the Mayor invited her to read her essay, “What the Flag of the United States Means to Me”.

The Mayor asked for a moment of silent prayer or reflection.

Mayor Lattimore offered condolences to the families of former Chief Frank Calarco, who was a 34-year veteran of the Auburn Fire Department, John Noga, who worked for the City for 40 years, and Steve Garner, President of Tompkins Trust Company.

Mayor Lattimore also reported that Councilor McNabb was absent tonight because he had traveled to Ireland to be with a seriously ill family member.

Presentations and Proclamations  -
The City Clerk read the following two proclamations for the Mayor:
§       Proclaiming Sunday June 4th as SPF 2006 Skin Protection Day in the City of Auburn.  Mackenzie Crawford and Karen Tarr accepted the document and thanked the Mayor.
§       Proclaiming June 2nd as the 299th Combat Engineer Battalion Day of Memorial honoring local men who sacrificed there lives on D-Day 62 years ago. Tony DeTomaso, a D-Day veteran and resident of Ross Place in Auburn, thanked the Mayor and invited the public to the memorial event scheduled in downtown at noon on June 2nd.

Public to be Heard –
Earl Starring, 5 McConnell Ave. spoke about the budget.

Mary Lou Picciano, 32 Cayuga St., spoke about police abusing her son.

Jim Carter Stryker Homes, spoke about the budget.  He stated the City would be hurt by cuts to the Police and Fire Departments, and Public Works.  He urged Council to take another look.

Bob Penafeather, Chair of the Auburn Cable Commission, updated Council briefly on the status of the Committee’s work.  He stated the public access issues were in discussion at this time.

Resolutions     
Council Resolution #98 of 2006 authorizing increasing the rate for delivery of Alternate Daily Cover (ADC) material to the City’s Landfill.   Motion to amend by Councilor Graney, seconded by Councilor Dempsey. Amend the “minimum rate  $20.00 per ton.”  All were in favor.  Vote on resolution as amended: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye. Councilor McNabb, absent. CARRIED.

Sidewalk Resolution #99 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2005 Revolving Loan Sidewalk Program.  Vote: Councilor Graney, Smith, and Mayor Lattimore, aye. Councilor Dempsey out of room during vote.  Councilor McNabb absent. CARRIED.

Council Resolution #100 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same.  Vote: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye.  Councilor McNabb absent. CARRIED.

Council Resolution #101 of 2006 authorizing the Mayor to enter into an agreement with Novogradac & Company LLC of Besteda, Maryland for professional services to conduct the housing market study in the City of Auburn for an amount not to exceed $55,500, said funds available from the US HUD EDI Special Project Grant.  Steve Lynch spoke to explain what the analysis would do for the City.  Council discussed.  Vote: Councilor Graney, Smith, Dempsey and Mayor Lattimore, aye.  Councilor McNabb absent. CARRIED.


Council Resolution #102 of 2006 directing the Mayor to execute all necessary documents to effectuate the temporary permit modification from the New York State Department of Environmental Conservation for 20,000 additional tons for deposit into the City of Auburn Landfill.  PULLED.

Second Public to be Heard –  

Earl Starring, McConnell Ave., spoke about the DEC and the landfill.

Ilco Spin, Chedell Place spoke about trash removal on his street, specifically trees and shrubs.

Other Business –
The City Manager distributed a handout outlining his suggested budget amendments and Council discussed.  

Councilor Smith suggested that more time would be beneficial for Council to discuss the budget.  He suggested a second meeting next week.  Council discussed various times and could not come to a consensus.  It was agreed to meet an hour earlier on Thursday to give Council more time.  By Resolution #103 of 2006, Council unanimously agreed to change the meeting time for the June 8th Council meeting to 5:00PM.

Council adjourned to executive session at 7:50 PM and returned at 8:55PM
